I can't totally disagree with you, but I can say that there are some of us that have been looking long and hard at the NWO and the changes it will bring (hopefully for the better) for deepspace alliances.
Yes, most alliances strongly defend their territory... primarily because if they don't they soon have fleets of enemies insta-jumping past them to wreak havok, using bookmarks made by supposedly innocent alts. None of the people I fly with enjoy the fact that we end up shooting neutrals on a regular basis, even though we do our best to warn them off before they get into trouble.
Speaking strictly for myself, I have been bending ears to look long and hard at the new Outposts, and the new map, (as soon as it becomes possible) with an eye towards the possibility of establishing a free trade zone in 0.0. This "may" be possible with the ability to conduct trade from outside a station, which will also be implemented next patch. A measure of control and stability may be able to be maintained by restricting who can and who cannot actually dock, yet still be able to conduct viable commerce with people from outside the alliance borders (and perhaps generate revenue from those that are allowed to dock. In saying this I mean outside of having to make long hazardous trade runs to hotspot marketing centers. This may end up creating security nightmares that are insurmountable, but as more mechanisms are put in place to control a territory... well, we will see.
I also think that most people in Empire need to realize that while most 0.0 space is not open in the sense that you can just pop in unannounced, you might be surprised at how open many alliances are to allowing people to operate in the vicinity. And given the time to establish a working relationship may be allowed inside or invited to join said alliance. There really aren't many walls up to 0.0 that a bit of civility and patience can't open a way through.
By the way, FA maintains an anti-pirate stance and employ's a variety of methods to break up pirate activity near our borders. I would not call ourselves Paladin's, but buisness men and women who try to help out when we can. Please lets not turn this into flamefest now, I'm merely saying that not all alliances are evil (even those we may be fighting), and 0.0 is more than just a killing field.
